Private Security Agency Regulation Act (PSARA)

The Private Security Agency (Regulation) Act (PSARA), 2005 (29 of 2005), passed by central govt. came into force on 15.03.2006.

The Govt. of Haryana has made the rules regulating the grant or renewal of license to private security agencies and private Rules, 2009 through its notification No. S.O. 83/C.A. 29/2005/S. 25/2009 dated 31.08.2009.

The notification designates The Additional Director General of police as the controlling Authority.

The Haryana private security agencies Rules, 2009 contains in detail about the verification of antecedents of applicant, verification of character and antecedents of private security guards, their training and standard of physical fitness, It also contains the conditions for grant of license and renewal of license etc. It also contains specimen of various forms required to apply for or renewal of license etc.

A Private Security Agency Regulation Act (PSARA) cell has been constituted in Gurugram Commissionerate which is functioning as a repository of information related to the all private security agencies and private security agencies training institutes functional in Gurugram. It also monitors their functioning.

The cell functions under an Inspector Rank Official. It’s jurisdiction area is throughout the Commissionerate, Gurugram. The cell functions under the supervision DCP Hqrs., Gurugram through ACP Hqrs., Gurugram. DCP Hqrs., Gurugram ensures compliance of the order issued by Haryana Private Security Agencies Controlling authority and relevant Laws and Rules. A Complaint regarding any economic crime can be filed at any Police Station,
